Water Rights & Supply
A water right is only as good as its priority date, its delivery, and the administration standing behind it, and all three are set by statute and rule rather than by the ditch itself.
The work spans water district administration and assessments, irrigation district governance, transfers and the supply bank, recharge and storage, the director's authority to issue orders, and the rulemaking that fills in what the statutes leave open.
Two recent sessions added a question Idaho agriculture has not usually had to watch. Large industrial water users, data centers among them, now draw from the same finite supply, and the Legislature has begun writing consumptive-use limits into statute.

Water drew more legislation than any other area in every session on this record, tying with production only in 2024. Across the 2019 through 2026 sessions the Legislature took up 144 measures in this area, of which 106 were enacted or adopted. Every entry links to the Legislature's own page for that measure.
