Legislative & Regulatory Process
Procedure decides much of this record. A bill dies because it never got a print hearing, or a rule takes effect because no committee moved to reject it during review.
The Legislature reviews every pending and temporary rule promulgated during the interim, running to well over a hundred dockets per chamber each session. Rules carry the force of law, and rejecting one by concurrent resolution stops it outright.
Rulemaking itself happens away from the session, through negotiated rulemaking and the monthly Administrative Bulletin. A docket reaches the Legislature for review only after the agency has adopted a pending rule.

The rule-review resolutions below carry no subject label in the bill index; only a procedural title. Across the 2019 through 2026 sessions the Legislature took up 27 measures in this area, of which 18 were enacted or adopted. Every entry links to the Legislature's own page for that measure.
